William R. Locke was born on February 22, 1858. He had a grocery, probably the first, at Montgomery and Waverly in Ivanhoe before the "town" was annexed by Norwood. In 1889, he was appointed postmaster of the Ivanhoe postoffice, which was later combined with the Norwood Post Office. He said that he was Norwood's first letter carrier and that he delivered the mail to his customers, so they would not have to come pick it up. This effort, he admitted, brought him business.

He was the President of the Norwood Improved Building & Loan Association, treasurer of Norwood Mason Lodge, No. 576, and Norwood city auditor.

He lived at 4244 Floral Avenue in his later years.
